Static Color is Static - that is why its called "static"- it will remain static ( = without dynamics). For dynamics we have effects, for Color dynamics we have ColorFX. You are asking for a dynamic effect to be applied to a static setting, so you are actually asking for a 2nd effect engine...

The "Presets" are sort of hard-coded to the Groups. There is no dynamic link to the fixture itself. So if you delete your fixtures from the Group, the Preset will not be "notified" and still does its actions to the Group it was previously assigned to. So you have to redo your Pre...
